I assume it was your “certificate of lack”(cedula de carencia) that has highlighted this? It details any work done on a property that has been approved and regulated by the local council building control. Unfortunately, your experience shows a sign of how archaic the regulations were all those years...

Are you paying your non resident (imputed) Tax? it’s paid once a year, for the previous year. Tax is based on the cadestral value of your property. It’s basically a tax for non residents for having the benefit of a second home in Spain. There are fines for non payment and they can claim upto 4 years...

It all depends if you are either a resident or non resident.

The payment periods and rates are different.
